The Department of Motor Vehicles (DMV) allows for an owner of a vehicle in Oregon to choose someone else to handle title or registration related filings with any office. The make, model, and VIN number must be completed along with the owner’s information and signature to make it valid. The form cannot be transferred to another individual after it has been completed and does not need to be witnessed or notarized for the document to become in effect.
